The mayor of a Polish city bordering Ukraine introduced a white T-shirt bearing a picture of President Vladimir V. Putin of Russia to the far-right Italian senator Matteo Salvini, and advised him he needed to put on it if he wished to fulfill refugees. Earlier than the conflict, Mr. Salvini was a fan of Mr. Putin.
